Problem Note 58674: The CATX function does not return the expected results when it is used with PROC DS2

The CATX function is documented to skip over zero-length or missing arguments. However, this behavior does not occur when the CATX function is used with PROC DS2 and unexpected results might be generated.
For example, consider the following line of code:
AA = catx('^', ' ', 'a', 'b', '', 'c');
The variable AA will have a value of ^a^b^^c. The code should produce a value of a^b^c.
